The Principal Civil Medical Officer,

I forward an application from Wardmaster Regan for an increase of pay which I recommend for your favourable consideration on the following grounds:-

1. Mr. Regan has been in this department since June 1906

joining from the R.G.A. His discharge from the Army is marked "very good" and he has a certificate showing that he was an Assistant Army Schoolmaster for 4 years. His work in this department has been very satisfactory. The position he holds in the Asylum is, in my opinion, more responsible and far more trying than that of Principal Warder in the Gaol.

He is on duty 12 hours daily including Sundays and holidays and when there is a violent or suicidal case in the Asylum

he is practically on duty for 24 hours as Chinese Ward- masters and attendants are not very reliable and quite unable to control Europeans patients consequently Mr. Regan is frequently called to assist when off duty. Mr. Regan has worked hard and has not complained earlier on account of the war but since all the other European wardmasters have left his position is more lonely and, further, all chance of being relieved has been removed as there is no one to replace him.
